At the 1972 Munich Olympics, terrorist group Black September took 11 members of the Israeli Olympic team hostage. Attempts to negotiate ended in disaster- the death of all hostages, five terrorists and a German policeman. The history of how this happened, and who was to blame, is long-contested: a lack of certain answers to questions of truth and responsibility lie at the heart of Morris' film - the narration of which is provided by an interview with Georg Sieber, psychologist and police adviser to the security team of the 1972 Munich Olympics.
